BASIC INFORMATION

The Express Entry system is creating a pool of candidates for immigration to Canada. Candidates are assessed based on a number of criteria, and the highest ranking candidates will be invited to apply to immigrate to Canada.

There are requirements not only to get into the pool, but also to be chosen from it. Express Entry is used to manage applications for permanent residence under these federal economic immigration programs:

• The Federal Skilled Worker Program,
• The Federal Skilled Trades Program, and
• The Canadian Experience Class.

Potential candidates complete an online Express Entry profile

Potential candidates will complete an online Express Entry profile. This is a secure form that they will use to provide information about their:

• skills,
• work experience,
• language ability,
• education, and
• Other details that will help us assess them.

Those who meet the criteria of one of the federal immigration programs listed above will be accepted into a pool of candidates.

Applicants who are accepted into pool of candidates must register with Employment and Social Development Canada’s (ESDC) Job Bank. Job Bank will help connect Express Entry candidates with eligible employers in Canada.Candidates are also encouraged to promote themselves to employers in other ways, such as using job boards, recruiters etc. Candidates having a job offer supported by a Labour Market Impact Assessment (LMIA) (if you need one), or a nomination from a province or territory are exempted from registering with Job bank.

For a job offer to be valid in Express Entry and receive points, employers will need an LMIA from ESDC. The LMIA process ensures employers have made an effort to hire Canadians and permanent residents for available jobs. There will be no LMIA fee for permanent resident applications.

The highest-ranking candidates in the pool will be invited to apply for permanent residence

Candidates will be ranked against others in the pool using a point-based system called the Comprehensive Ranking System. Points are awarded using the information in their profile. Comprehensive Ranking System

The Comprehensive Ranking System (CRS) is a points-based system that is used to assess and score a candidate’s profile to rank them in the Express Entry pool.

The CRS will assess the profile information candidates submit, including:

• skills,
• work experience,
• language ability,
• education and other factors.

Comprehensive Ranking System formula

All Express Entry candidates will be given a score out of 1,200, based on the four parts of the Comprehensive Ranking System formula:

• Skills and experience factors
• Spouse or common-law partner factors
• Skills transferability (including education and work experience – factors that when combined, result in better chances of being employed, and higher earnings)
• Additional points for those with a nomination from a province or territory or a valid job offer

Candidates with the highest scores in the pool will be issued an Invitation to Apply.
Candidates will be awarded points for:

• a job offer, and/or
• a nomination from a province or territory, and/or
• Skills and experience factors.

A candidate can get additional points for:

• a job offer, and/or
• a job offer supported by a Labour Market Impact Assessment, or
• a nomination by a province or territory

These additional points will make a candidate rank high enough to be invited to apply at the next eligible round of invitations.

If someone is invited to apply, they will have 60 days to submit an online application for permanent residence.

Citizenship and Immigration Canada will process the majority of complete applications (meaning those with all the necessary supporting documents) in six months or less.

Candidates can stay in the pool for up to 12 months. If they do not get an Invitation to Apply for permanent residence within 12 months of submitting an Express Entry profile, they may submit a new profile. If they still meet the criteria, they can re-enter the pool. This will prevent backlogs and ensure quick processing times.

Resume Preparation and Promotion Services

Client’s application acceptance into the express entry pool is followed by submission of career profile into the Canada Job Bank.

This profile becomes assessable to Canadian employers and provincial agencies. If any Canadian employer or province accepts the submitted profile, a candidate can get 600 bonus points under the Comprehensive ranking system (CRS).

The optional Resume Preparation and Promotion Services offered by us are meant to complement client’s efforts in reaching out to Canadian employers and informing them of submitted profile and interest in immigration to Canada.

We offer following service for an additional fee:

• Preparation of resume
• Promotion of resume to applicable jobs advertised on Canadian Job sites and special industry specific employer’s databases
• Promotion of resume to provincial/placement/search agencies

Express Entry Canada 2015 for Federal Skilled Workers – Key Features

With effect from 1st January 2015, Canadian Government has introduced a new process for selection of skilled professionals and tradespersons wishing to immigrate to Canada and live and work in Canada as a permanent Resident. The new process introduced by Citizenship and Immigration Canada is called Express Entry to Canada.

Here are key features of the Canada Express Entry Program:

• The Express entry program to Canada changes the selection process and not selection criteria for migrants wanting to settle down in Canada as a skilled worker. Now, the applicants can apply for immigration to Canada only after they are invited to apply (ITA) under federal skilled worker program by Citizenship and Immigration Canada.
• Express Entry has an additional stage whereby applications are entered into a Pool. The application stay in the pool for a year. Interested candidates need to re-enter if they continue to be interested and if they did not receive the ITA during the one-year period while the application was in pool.
• Canada express entry comprehensive ranking system (CRS) is applied to applications submitted and acknowledged in the pool. Under the CRS, it is beneficial (in case of married applicants) for both the spouses to offer their IELTS and WES report summaries.
• Candidates filing the on-line express entry form are asked to provide information related to his qualifications, experience, occupation, Language skills, Canadian education, Canadian experience, language skills, as also presence of any blood relations in Canada. The on-line express entry form also asks queries related to their preference as regards the province in which they wish to settle down.
• After the application is filed and accepted into the express entry pool, the candidate is assigned a personal reference number and Job seeker code. Job bank account has to be created using the above and profile to be submitted
• Regular draws are being taken from the pool and candidates appearing higher in the ranking in the pool will be selected.
• An express entry draw is a highly transparent process and announcements are made about the date of draw
• Candidates chosen form the express entry pool must ensure that they meet the federal points based selection criteria of 67 and also document checklist requirements.

STEP-ONE

POTENTIAL CANDIDATES CREATE AN ONLINE EXPRESS ENTRY PROFILE

Before doing this, you will need to take a language test in English or French. If you were educated outside of Canada, you may also need to have your education assessed against Canadian standards. Contact us for more information on language and education assessments.

Create an online Express Entry profile about your skills, work experience, language ability, education and other details.

If you meet the criteria of one of the federal economic immigration programs subject to Express Entry, you will be placed in a pool of pre-screened candidates.

If you do not already have a Canadian job offer or a nomination from a province/territory, you must register with the Government of Canada's Job Bank. Job Bank is an easy, online search tool that will help you get matched with jobs in Canada based on your skills, knowledge and experience.

EXPRESS ENTRY POOL

You will be given a score to determine your place in the Express Entry pool using a Comprehensive Ranking System that includes factors known to contribute to economic success (such as language, education, and work experience).

There will be regular draws of candidates from the Express Entry pool, inviting them to apply for permanent residence. Candidates with the highest scores, including those who have a valid job offer or a provincial/territorial nomination, will be invited to apply.

Your Express Entry profile will be valid for 12 months. During that time, you will need to update your profile if circumstances change, such as your level of education or language test results.

STEP-TWO

SELECTED CANDIDATES ARE INVITED TO SUBMIT AN ELECTRONIC APPLICATION FOR PERMANENT RESIDENCE

You will receive an Invitation to Apply for permanent residence if you:

• have a valid job offer from an employer in Canada (subject to the Labour Market Impact Assessment process in place at that time);
• have been nominated by a province or territory; or
• are among the top ranked in the pool based on your skills and experience.

Citizenship and Immigration Canada will process the majority of complete permanent residence applications received within six months or less.

Candidates in the Express Entry pool who do not receive an Invitation to Apply for permanent residence after 12 months can resubmit their profile and re-enter the pool if they still meet the criteria.

Express Entry will manage applications for permanent residence under these federal economic immigration programs:

• The Canadian Experience Class.

Additional points for:

• A job offer supported by a Labour Market Impact Assessment, or
• A nomination by a province or territory

These additional points will make a candidate rank high enough to be invited to apply at the next eligible draw of candidates.
Time period: Once the candidate is invited to apply, they will have 60 days to submit an online application for permanent residence and the process is completed within six months or less.

You may not need an assessment if:

• You have at least one year of recent work experience in Canada, or
• Your work experience is in a skilled trade (skilled manual work).

Educational Credential Assessment (ECA)

An Educational Credential Assessment (ECA) is used to verify that your foreign degree, diploma, certificate is valid and equal to a Canadian post-secondary education.

If you have a Canadian degree, diploma or certificate, you do not need to get an ECA for that credential.

You will need to get an ECA for your foreign degree, diploma or certificate if:

you are a principal applicant and you got your education outside Canada, or if you want to receive points for your foreign education

• for yourself as an Express Entry candidate, or
• for your spouse or common-law partner coming with you to Canada.

To be eligible to apply you must include ECA results as part of your Express Entry profile.

The ECA report must show that your completed foreign credential (degree, diploma or certificate) is equal to a completed Canadian secondary school(high school) or post-secondary credential.

You must submit an ECA for all levels of completed foreign education to be considered.

You may want to have both your secondary and post-secondary credentials assessed, and not just your highest completed foreign credential. You will not get any points for your foreign education if the result on ECA report does not match at least one of the results in the conversion table.

An ECA can give you early feedback on how your credentials compare to those in Canada. It may also help when you are looking for a job. But, being assessed does not guarantee that:

• you will get a job in your field or at a certain level,
• your work experience and professional credentials are automatically recognized in Canada, or
• you will be licensed to practice in a regulated profession.

If you plan to work in a regulated profession, you must still get your license in the province or territory where you plan to live.

A regulatory authority will decide if you can be licensed in a profession. They will assess factors such as your education, experience/competencies and language skills, as well as other factors.

Please contact us for job market outlook for your occupation in the specific region where you plan to settle, regulatory process for being licensed, including steps you can take before you leave your home country.

The original ECA report must:

• be issued by a CIC designated organization,
• not be more than five years old on the date that CIC gets a) your Express Entry profile, and b) your application for permanent residence, and
• show your credential(s) is equal to a completed Canadian one.

Reference number from the ECA report has to be provided in Express Entry profile, as well as in your application for permanent residence (along with proof of your foreign credential).

If you are invited to apply for permanent residence and you do not include ECA assessment and proof of your foreign credential when you apply, your application is not complete and will not be accepted for processing.

Before you submit a profile, contact us to confirm that the result on your ECA report matches at least one of the assessment results listed. You can see how many points you would get for your foreign education based on the results of your report.

Language requirements: Skilled immigrants (Express Entry)

You must prove your ability in English or French in these four areas:

• listening,
• speaking,
• reading, and
• writing.

You must meet the minimum language levels, which are different depending on the program.

Federal Skilled Worker Program

You must meet the minimum level of Canadian Language Benchmark (CLB) 7 in English or Niveaux de compétence linguistique canadiens (NCLC) 7 in French for your first official language in all four language abilities.

To get points for your second official language, you must meet the minimum level of CLB 5 in all four language abilities.

Canadian Experience Class

The skills you need will depend on the group the job is classified in under the National Occupation List (NOC). You must meet the minimum level for all four language abilities.

cIf your skilled work experience in Canada is in a

• NOC 0 or A job, the minimum level is CLB 7 (English) or NCLC 7 (French).
• NOC B job, the minimum level is CLB 5 (English) or NCLC 5 (French).

Federal Skilled Trades Program

You must meet the minimum level of

• CLB 5 (English) or NCLC 5 (French) for speaking and listening, and
• CLB 4 (English) or NCLC 4 (French) for reading and writing.

You must take a language test approved by Citizenship and Immigration Canada (CIC) and include the results when you complete your Express Entry profile if you are invited to apply for permanent residence.

If you do not, you will not be eligible for Express Entry.

Your test results must be less than two years old when you submit your application for permanent residence.
